What this product is
Written after the analysis, from the same sources the score is built on: the manufacturer's documentation, available studies and verified owner feedback.
Included as the case study for the most consequential rule coming to this category.
The battery is not removable. Replacement requires a service visit. That is a straightforward statement of fact from Philips's own specification, and it is the specification that matters most over a five-year ownership period, because a lithium cell degrades whether or not the rest of the machine is fine.
From 18 February 2027, Article 11 of Battery Regulation (EU) 2023/1542 requires portable batteries in appliances to be readily removable and replaceable by the end user — without damaging the battery or the device, using commonly available non-proprietary tools, and without adhesives defeating the process. Derogations exist for wet-environment products like shavers and toothbrushes, for medical devices and for continuity-of-supply devices like smoke alarms. A stick vacuum plausibly fits none of them.
So a machine like this, placed on the EU market after that date, would not comply. Buying one in 2026 means buying into a design the EU is about to prohibit — and when the cell fails in three or four years, the machine is a service job or scrap.
The rest of the specification is decent. 25.2 V, 80 minutes in normal mode and 28 minutes on turbo — a good boost figure, matching the Miele — a 0.6 litre bin, 2.70 kg, 84 dB(A), and a triple-filter system. Charging takes 5 hours, the longest here.
The filtration claim is the weakest in this ranking: "triple-filter system" with no HEPA class stated at all. Miele cites EN 1822-1:2019, Rowenta cites HEPA 15, LG states 5-layer HEPA. Philips states a number of filters.
Note also that Philips's cheaper 3000 Series XC3031 at €172.94 was reportedly graded "Mangelhaft (5,1)" by Stiftung Warentest for weak suction — second-hand and unverified, but worth knowing before dropping down the range.

FAQ
Frequently asked questions
Will this machine become illegal in 2027?
No — the rule governs what may be placed on the market, not what you may own or use. A machine you already have is unaffected. What it means is that this design will not be sold in the EU after 18 February 2027, and that buying one now means buying a machine whose useful life ends when the cell does, with a service visit as the only option. That typically arrives in three to four years.
How bad is a five-hour charge time?
It restricts you to one cleaning session a day. With 28 minutes of turbo and 80 minutes of normal running that is usually enough — but if you run out mid-clean, the machine is unavailable for the rest of the day. Machines with removable batteries sidestep this entirely, because you can buy a second pack and swap.
